A Brief History of Education Boards in Punjab, Pakistan

BISE Lahore

The Board of Intermediate and Secondary Education (BISE), Lahore, was established in 1954. Before its creation, matriculation and intermediate-level examinations in the region were managed by the University of the Punjab.

The creation of BISE Lahore was a significant step in the history of education in the Punjab province of Pakistan. It was established through the promulgation of the Punjab University Act (Amendment) Ordinance in 1954, which transferred the control of secondary, intermediate, and language examinations from the university to the newly formed board. The first-ever examinations under the board were conducted in 1955.

At the time of its inception, BISE Lahore had a vast jurisdiction, covering the provinces of Punjab, Balochistan, Azad Kashmir, and the Northern Areas (now Gilgit-Baltistan). The board even set up examination centers in places like Kuwait and Nairobi to accommodate overseas candidates.

Over time, due to a massive increase in the number of students, the jurisdiction of BISE Lahore was divided, and new boards were established. The first of these new boards were created in Multan and Sargodha in 1968. This process of bifurcation continued, leading to the establishment of more boards in cities like Rawalpindi, Gujranwala, and Sahiwal.

Today, BISE Lahore’s jurisdiction is limited to the districts of Lahore, Kasur, Sheikhupura, and Nankana Sahib, and it is one of several boards operating in the Punjab province. The board’s primary function is to promote education by conducting fair, unbiased, and transparent examinations and issuing certificates for secondary and intermediate education.

BISE Multan

The Board of Intermediate and Secondary Education (BISE), Multan, was established on March 30, 1968. Its creation was a result of the bifurcation of the Board of Intermediate and Secondary Education, Lahore, which had a large and unmanageable jurisdiction at the time.

The new board was constituted under the West Pakistan Board of Intermediate and Secondary Education (Multan and Sargodha) Ordinance, 1968. This act aimed to decentralize the educational examination system and establish separate boards to manage the growing number of students in different regions.

Initially, BISE Multan’s jurisdiction was extensive, encompassing the divisions of Multan, Bahawalpur, Dera Ghazi Khan, Quetta, and Kallat. However, over the years, as the need for further decentralization arose, its jurisdiction was divided to create new, independent boards.

Today, BISE Multan’s jurisdiction is limited to the Multan Division, which includes the districts of Multan, Vehari, Lodhran, and Khanewal. The board’s primary role is to conduct matriculation (secondary) and intermediate (higher secondary) examinations for both private and institutional candidates within its designated area.

BISE Sahiwal

The Board of Intermediate and Secondary Education (BISE), Sahiwal, was established on June 15, 2012, by the Higher Education Department (HED) of the Punjab province. Its creation was part of a larger government initiative to decentralize the examination system and improve administrative efficiency by reducing the workload on existing boards.

Pre-Establishment Jurisdiction

Before the formation of BISE Sahiwal, the districts it would later serve were managed by two different boards:

  • The districts of Sahiwal and Pakpattan were under the jurisdiction of BISE Multan.
  • The district of Okara was handled by BISE Lahore.

Initial Jurisdiction and Current Role

Upon its establishment, BISE Sahiwal was given control over the entire Sahiwal Division. Its jurisdiction includes the districts of Sahiwal, Okara, and Pakpattan. The board is responsible for conducting matriculation (secondary) and intermediate (higher secondary) examinations, as well as managing all related educational affairs for public and private institutions within its territory.

BISE Faisalabad

The Board of Intermediate and Secondary Education (BISE), Faisalabad, was established in 1988. Its creation was part of the ongoing process of decentralizing the educational examination system in the Punjab province of Pakistan.

Before the establishment of BISE Faisalabad, the districts it now serves were under the jurisdiction of the Board of Intermediate and Secondary Education, Sargodha. The establishment of a new board in Faisalabad was necessary due to the significant increase in the student population and the need for a more localized and efficient examination system.

Jurisdiction of BISE Faisalabad

The board’s jurisdiction was initially established to cover the Faisalabad Division. Today, this includes the following districts:

  • Faisalabad
  • Chiniot
  • Jhang
  • Toba Tek Singh

The board’s main functions are to conduct fair and transparent examinations for secondary (matriculation) and intermediate (higher secondary) education and to issue certificates to successful candidates.
